I was often the last one to leave an office of twenty employees. We had to fire an administrative assistant because she would not remember to unplug her underdesk heater and by the time I got to it, her desk was smoldering. Asking people to switch them off is NOT ENOUGH, because, if the thermostat has TEMPORARILY turned off the heater, they will think it is off.
A friend was always cold and put a space heater under her desk. During an inspection the fire marshall insisted that no space heaters could be used under a desk. I got her one of those oil-filled space heaters that look like a radiator. They’re rated zero-clearance and the fire marshall didn’t like it but had no grounds to have it removed.
the secretaries at the first company i worked for (long, long ago) all had space heaters and comforters. for use in the summer, when the air conditioning was turned up too high…

I had to use mine more in the summer than winter because of the low a/c setting.
