My budgie doesn’t understand “no” and she’s heard it many times a day. She understands “come here” and does so if she wants to. Maybe she does understand “no”, she just does’t want to accept it.
Looking at the picture, what I see is two dogs in charge of their people. My dog is never allowed to walk in front of me. She generally walks right at my side, and on occasion slightly behind. She is a therapy dog, and I allow her to make some choices at to which parts of the hospital we visit first, but she does look at me for approval. Usually, anyway. She’s a leader and smarter than I ever expected from a beagle. I can say no all I want – she’s almost entirely deaf now, but her behavior is the same. She is very well behaved and very beloved.

there have to be consequences for ignoring No. Dogs that understand their limits get more freedom. Same for kids.
