The perfect politicians of their planet might be the Cicadas. They’re pests, and they make a lot of noise.

I’d do for those huge, gray Emperor Moths. They crop up for a week or so, then vanish and stay dormant for about five years…

In the long or short of it, the tick would be the one for grass roots legislation. He’d stick with it ’til the deer end.
