The amount of air in a bag of chips can depend on where the are packaged and sold. A bag packaged/sold at a lower altitude would likely expand (puff up) if you take it to a higher altitude (like up in the mountains) because of less air pressure outside the bag (more air – more air pressure inside the bag).
It’s the air in the bag that allows you to have chips in the bag. Otherwise it would just be a bag full of crumbs. But people honestly do complain about the air. smh
