They used to dump the shredded papers around the building’s landscaping as mulch. Looks like they’ve added a ‘middleman’.
Goats are really useful for cleaning up areas full of weeds and brush.
This document shredder is a food processor of sorts – it processes the documents/food into fertilizer.

Shred documents then sell the fertilizer. I hope the goat in question is trained to wait until he or she is outside before dumping.
