This story arc is riffing on the Dick Cheney method of starting a war:
1. The VP’s office leaks false information about Iraq to Judith Miller of the New York Times
2. The New York Times publishes Miller’s story about that false information
3. White House officials go on the Sunday talks shows and hold up Miller’s article saying “The New York Times is reporting he is building weapons of mass destruction.”
C’mon, Rick, that’s probably the best gift he’s ever gotten you. And he even thought of it by himself. You can’t go to jail to for receiving classified information, can you? Or can you?
Best system is to leak fake plans. Also pretend to let slip the existence of a source in the innermost circle. It also works to imply you let some escape so they can continue to leak information. Tyrants would eliminate their most loyal and effective underlings.
