Scoot under or scale over are the rat’s two choices. Probably will take him just enough time for the wolf to get away. Until he can be tracked down later. As I recall, the rats are pretty resourceful and have a lot of information at their fingertips. (pawtips?)

This would be just after Wally and Molly left. Wolves were accuses of eating pigs. It was only a few, but the situation got out of hand. And now it’s worse. If the rats are patrolling Endtown, thing are really bad. Their only job is to restore order. And extermination is as orderly as it gets as far as they’re concerned.
OK, timeline, folks. This is sometime after Walt died while killing that dreadful pig. We know this because of the sign urging a vote .. for a wolf. Earlier, the wolves were operating as vigilantes and terrorists. Now they are (as someone observed) trying to oust Jacob Jackrabbit.
Wally & Holly left before it was discovered that pig-form mutants were being killed and eaten. It was the execution of one of Jacob Jackrabbits rivals for power and the political turmoil generated by Jacob and his followers that prompted them to leave.
Endtown was not destroyed by the topsiders. The topsiders did indeed use a nuke on where they thought Endtown was, but they were spoofed by Endtown’s defenses. When Terrence mentioned that Endtown was nuked, he said it was several years back. But Wally knew that couldn’t be, because he had been there since that time. So Endtown still exists.
The other thing to remember is that while we experienced 6 of our years for Neathery to tell us about the Eden Project and its destruction, Wally, etc did not experience anywhere near that time interval. Remember that on the beach, someone mentioned having gone to bed and poof here he was. Wally & the guys saw the waterspouts while on the beach, and then went many places and came back essentially the next day.
We have repeatedly been told that time flows differently in different places. And the Marxes seem to be able to manipulate it. It took time to find the mutants they wanted to rescue and then get them to the beach, but the people they moved experienced no time.
