Bogart the Roach! Love it! (Tarry has explained what needs explaining.)He seems to have a bit of an English [?] accent. Perhaps future exposition will verify (or disprove) this. Tracy is acting/looking very film noirish (you know, like Humphrey Bogart)….
There is, of course, a little backstory here: Back in 1998, I acquired a Folktails cockroach hand puppet at Philcon (a Philly-area SF convention) and promptly dubbed him “Bogart Da Roach”. http://www.furaffinity.net/view/4827193/ So, a few months back, when an informant was called for in the script, Mike decided to name him after Bogart, and the rest is history… ;-)
Mr. Bogart seems to be the defiant type, but I imagine that DT knows all about him. If that was a roach he is puffing DT surly would run him for that. Wouldn’t he?
If anyone still has doubts that Dick tracy is set in current times rather than the 50s, check out panel two. The light bulb above the card table is one of those twisty florescent ones, not the round Edison-type they’re currently trying to put on the scrap heap. Not the first time these have appeared, either. Check back with earlier strips and you’ll see what I mean. Great job, Joe!
Great character design, once again! Bogart looks like a cockroach; you get the feeling he only comes out at night, and scuttles away when a light is turned on. (And yes, I thought of Jack Kirby’s art, too!)Drug slang aside, I think he’s a great addition to the strip. It only makes sense that Tracy would have at least one snitch.(Now where’s that can of Raid…)
Mr. Pogo, I would vote for Little Feats live version from Waiting for Columbus. Brings tears to my eyes every time. And this beautiful strip, just when I thought it couldn’t get any better… Wow, this is great, just really great stuff.

Doesn’t DT want to be more secretive with a snitch? I mean all the other people playing cards must now be hip to Bogart’s snitching, right?

A “Blunt” is a cigar wrapper filled with marijuana. That could be what Bogart is smoking.

Compact fluorescent light bulb in that environment. I love the details.
