My first thought was that Earl knows he is having a health issue. Roscoe knows where Earl is. When Roscoe shows up at home with the leash in his mouth and no Earl (we can hope) Opal will go look for him.
Panel 1 artwork looked different… actually very artistic to the point I wondered what was up. Then I saw this is from 17 years ago, and it all made sense ;-)
I just read a story about a dog who (alone) rides a public bus to the dog park, plays a while, and then rides back. He carries a bus pass, and it is OK with the bus company and the police.
We once had a dog who wore one of those halter collars. When it was time to walk she would go and slip it over her head and come back for us to fasten it on.
With a dog catcher lurking behind every tree? He’s just another Schicklgruber. It is true during Wisconsin deer hunting that there is a game warden deputy behind every tree, a good rule to follow like a gun is never unloaded.

This way everyone will know you are Earl’s dog. If Earl were still attached, they might think he accidentally got your leash.
