My favorite PE activities were running and tennis. I was never very good at the latter but playing it in the winter wearing a parka and sneakers had a certain hilarity to it.
My PE classes most of the time only consisted of volleyball, dodgeball, kickball, or flag tag. Ropes of any sort were rarely ever involved.
Did have one PE teacher in middle school who taught us things like how to properly throw a frisbee (and a few tricks) or how to juggle, which were nice breaks in the trend. Needed more PE teachers like him.
If Phoebe feels weird about ropes now, wait until she watches a few episodes of the old Inspector Gadget and sees what happened to Penny just about every other week.
People are different.I’ve always been good at climbing, PE ropes included. Rope jumping, not so much. Jump ropes are like snakes waiting to entangle your legs.
At Phoebe’s age, I hated PE. In fact, I’ve never liked it at any age. But in HS, I found that I could meet the requirement by being in marching band… and in college I found that it was okay to choose your own form of exercise (as long as a teacher was somehow involved). First time through: Competitive swimming worked. When I retreaded during my middle age crisis, it was folk-dance.
PS: I learned a lot about ropes from my dad and from scouting, but not PE. Every once in awhile I still get to teach people about a trucker’s hitch or even a bowline (or a bowline in a bight). The ropes on my loads stay tied and tight!

as far as I can remember with elementary (as well as middle and high) school physical education, we never climbed the rope

I don’t believe many schools are still doing rope climbing as it would need lots of securing.

The problem I always had with PE was the fact that it was graded! Why should my GPA suffer just because I’m not in the best of shape?
