You could at least bring silver, napkins, and salt and pepper (in shakers). And butter. When I was a busboy, as soon as we saw someone seated at our table we’d “butter ’em”. It had to be kept on ice until then.
I don’t know why restaurants make such a big deal of sending someone over with a pepper mill. I keep a pepper mill on my dining table and use it most meals.
Got a snooty waiter mad at me, at a fancy restaurant, when he offered ground pepper and I asked him why he thought the chef’s recipes were so bland that they needed added flavor…

Obviously these folks are new at restaurant dining or they would have waited for their salad before telling the waiter they wanted pepper.

Also before the food are the water, the drinks, the napkins, the utensils, and since they have fresh pepper then there should be bread.
