Not just planets. Titan and Europa are primo candidates for having more water than all of Earth’s oceans combined. (Also, with less probability, Callisto, Ganymede and Triton.)
There is but it is mostly ice there is small ice caps at the poles on Mars and there is ice that is so deep in craters on the moon from comet impacts that the sun can’t melt it as comets are mostly ice.
