In some European countries where I worked when I was younger, they’ll have stores and medical offices and such on the ground floor, with high-rise apartments above them. A few even have schools attached. Sorry, kiddo, your idea isn’t as new as you think.

I still think re-purposing enclosed malls to retirement communities makes sense, although I haven’t done a ROI or cash flow analysis.
