Having owned cats, I would say that he’s smelling it, first.

Cats have great vision for distance. They need it to find game (food) to survive. Once the game gets in close their near vision is not as important because hearing and smell kick in to get the deed done.

He’s thinking “do I really want to eat this?”
He is thinking " No filet mignon?"
The answer is obvious, Ludwig is in a catatonic state.
My dog barely lets me put her bowl on the floor. I can pick it up empty within about 15 seconds.
Next question: why does the cat paw the floor tile around the food bowl once she finishes eating?
Ludwig is watching to see if it’s still moving.
