In a county of over 700,000 people, our county government had a free recycling program. You had to read the rules, take a test to prove you know what is “approved” for cardboard recycling, get a number assigned to you on a small card, take your cardboard through an inspection point to get it approved before you put it into one of the two or three dumpsters on the ONE day of the week you can drop off cardboard. And I only had to drive about twenty miles one way to get there. Wonder why I only did it once. Meanwhile, the one recycling place that took glass, paper, cardboard and phone books five days a week, got their very busy recycling lane shut down because the neighbors complained.
One of the good things about the drought is year was hardly any leaves. Usually I have to run the mower over the lawn a couple of times to mulch them. Not once this year. And the pile in the back from the trees is minuscule compared to normal. Also no fruit flies. None!

Here in the county we have the privelege of paying 120.00 a year to use the dumpsters. Leaves are a no no. You will be fined.
