The “logic” here is great for the humor and for an “excuse”. But, in reality, like so many things, it is built on incomplete “logic”/reasoning (by telling part of the story/situation):
A bus does stop at a bus stop but it also then again. A train also stops at a train stop but it also goes again. So while his work may stop at his work station, it should also go again.
And just as both a bus and a train get some work done (delivering people or cargo), so should that person who “stops” a work station get some work done (deliver some work).
They say that “If you love your job, you’ll never work a day in your life.” For me, that was true to the extent of about 34 of the 35 years spent working for NYS.

The small heard of does who frequent the hillside outside The Count’s window is where the buck stops in November.
