With Brutus’s luck, (if he gets it) the promotion is a title only and unaccompanied by a pay raise. Of course Veeblefester says he’s considering our hapless hero for a promotion.

“Considering” is the operative word in Brutus’s statement…meaning the Chief probably won’t go through with it.
