“Government agencies” get thier funding from the taxpayer’s wallets. Every penny of thier “help”, in any sense of the word, is paid for by you and me.
The BEST help is always local people getting together to help out those affected. The “circle of help” just expands as a larger area needs help, with the government coming in only when it is too big and too much for the “local” help to handle.
WE are “the government”. The problem with agencies are the elected politicians who typically fill them with toadies and lickspittles instead of qualified public servants. Then they slash the agency’s budget so they can’t afford competent staff. Our press never covers it so it never gets the attention it deserves. That’s why so much bad food hits the grocery stores lately (to cite one example).
Too many planning studies; too much waiting while soliciting input; too much pausing until the sundry litigation is adjudged; WAY too much failure to anticipate negative consequences; ample demonstration that the road to He_l really is paved with good intentions….

Is it ever possible to do enough and in time when it comes to a crisis? No matter what they do, it will always be too little too late.

Crises are re-usable, and so are usually only put on ice for a bit before being renewed for more timely action later.

Stages of a crisis:
1. Noticing something is wrong.
2. Overreacting to the wrong thing.
3. Seeking someone to blame.
4. The punishment of the victims.
5. the rewarding of guilty.
