It’s not as simple for Crunchy as seizing the car and getting it back. If he accepted the insurance payout for the car back when, the car belongs to the insurance company. He would have to repurchase it from them.
The car has been driven around recently, meaning it has been legally registered and insured for years. All of these are really hard to do with a car reported stolen.
