I can’t help but feeling that this gag would’ve worked better if we didn’t see the seagull in the third panel.

Does she have the authority to do searches like this? A bit much responsibility to put on a kid. Seems to me, if a hall monitor suspects something afoul in a backpack (or in this case, a fowl), she should get a teacher for this.
