The truth is, American summer vacation is far too long as it is. Retention of knowledge is so poor over a three-month break that the first few months of the new term are spent trying to reteach what had been covered the previous year.
Even if we don’t bring our total number of school days up to the levels of the better-performing countries, if we simply shortened the summer break and lengthened winter and spring breaks we’d get more learning for our buck.
