Clams don’t show their happiness like people.

He’s just stewing. But that’d make any clam unhappy.

For those who are not aware, the complete phrase was “Happy as a clam at high tide” The reason was that you cannot harvest clams at high tide and thus they are safe from being eaten. Over the years the phrase was so common it was just shortened to happy as a clam.

Well, duh! Does it look like it’s high tide???? The saying is happy as a clam at high tide!
