Okay, it was obvious to me. When Capt Ruiz was young she was in a country/situation that was run, but among others, a commissioner who instilled fear in people.
She does not want to be the police commissioner as a result of her childhood experience wherever she lived.
Did you miss the word “commissioner” in who wants to hand her over? Where she was does not matter, just that to her “commissioner” is a bad person.
