Slowing is usually caused by moving mass from the poles, such as ice cap melting or sublimation as well as tidal effect transferring angular momentum to the Moon with equal loss to the Earth.
With all the covid-19 weight gain, I am surprised the earth didn’t slow down due to extra weight! I have always wondered what would happen if every person on earth lost 20 lbs.
