I have always understood it to be that Englishmen were creatures of HABIT and if it was TIME TO GO OUT, then they WOULD GO OUT. That worked pretty well when the biggest problem was precipitation. In India, though, everyone else but mad dogs pays attention to the heat at mid-day.
England is farther north than much of the United States, but it is warmed by the Gulf Stream. Unfortunately, the Gulf Stream is part of the thermohaline conveyor system, which relies, in part, on the salinity of the oceans. The melting glaciers and polar ice caps is desalinating the oceans (all that melting ice and snow is fresh water) so that the weather is going to change in may places due to global warming.

As an example, our current leadership never studied the lessons of Vietnam, hence we spent 20 yrs in Afghanistan.
âMad dogs and Englishmen go out in the noonday sunâ is purely political â specifically anti-colonialist. The first part suggests they are crazed and viscous. Then we get them foolish, and behaving in tropical colonies as they do at home. The colonies in question are mostly India and the West Indies, maybe some in the Middle East.
