When I worked in an avionics shop for small planes some of the local FAA staff brought in a “parrot” – a transponder that was set up on a hillside to allow ATC to verify their equipment was still working. I remarked that I had not seen one of those wretched transponders in many years; the company was on the edge of failing and may have failed by then. One of the guys explained they were required to buy from the lowest bidder. That explains a lot.
One of my father’s many cousins placed the low bid to stop water leaking into the Dixie County courthouse, guaranteed for 5 years — just as the contract required. About 7 years later, the courthouse started to have water coming out the ceiling after a big rain. They went up in the attic to discover he had placed buckets wherever the leaks were. They took longer than 5 years to rust out. They wouldn’t consider his bid the second time around.
