We have sub-divisions around us that have HOAs. Our area was built apparently before the existence of such things. The guy just sold land and said “Build whatever you want.”
I have seen both sides of our HOA. The “standards” stuff is sometimes unreasonable, but in 2019 Short Term Rentals started ravaging neighborhoods and even whole towns in Arizona, after the legislature passed a law forbidding towns from restricting them. In Sedona STRs took over so much housing there was no housing left for some of the people who worked in the town. Our HOA could still ban them (and residents had problems already with unruly tenants – often groups of NAU students). It required a recall of three of the board members but rentals of houses in the HOA for less than 30 days is now forbidden by the CCRs.
What a bunch of bull! Besides telling you what you can and can not do on your own property,you are forced to pay a yearly fee for their obstructional policies!
HOAs from hell are just that – hell. However, In my neighborhood, several years ago, we had a neighbor move in and proceed to turn their $400K house/property into something out of the Beverly Hillbillies. Chicken wire fence; bottle trees; weeds; a weird lawn sculpture made out of hubcaps. Without our HOA there would be no recourse. This couple clearly needed to be living out in the country somewhere where they could decorate at will – but it just didn’t fit into the neighborhood, to say it mildly. Because of our covenants, they had to clean up their property. They eventually moved out (to the country).
There is no set of circumstances under which I’d live in a neighborhood with an HOA. It could be my dream house, offered to me for a dollar, and if there was an HOA? Yeah, NO!

I went to several meetings of my HOA. Ninety percent of the meeting time was spent on how to collect unpaid dues.

Took my son 3 tries to get the HOA wording out of the sales documents before he bought this house.
BTW…. there is no HOA in this neighborhood.
