He plans to drop the dog off the balcony? if so, the recoil function will be needed.

If you have an outside broom, the dog could go on the balcony.

Either that, or a directable puup chute.

I hope you aren’t planning on using the elevator.

Does he also have a pulley system to lower the dog to the ground with?

Try a fishing line.

In the movie “Rear Window” a woman living on the upper level of a Greenwich Village courtyard apartment would put her little dog in a basket and lower it to the ground to do whatever dogs do then haul it back up later.

How about a bungee cord?

Easier to choke him with a seven-floor leash.

He’ll also need a clip for the other end, to attach to the guard rail

Reminds me of the woman in “Rear Window” who lowered her dog in a basket from her apartment so it could do its business in the courtyard.
