Looks like rakes were attached to the horse’s hooves.
Neither horse looks particularly happy. Also, Parker and Hart’s style of ignoring the most basic elements of tack is in full display.

The best horse in comic strip history was Tumbleweed’s horse, notorious for chawing tobacco (among other things).
Those “horseshoes” look like they would be great in mud but I’m not so sure how well they would work going up a rocky piece of countryside with a lot of small to medium sized loose rocks on it.
It’s not the speed, but the size of the tires. Bet he could smoke him.
