A strong plan by Captian Ruiz. Joe is right too that most police are good. But, the Captain’s plan… seems like a strong step to helpful further enhance the good and perhaps being able to identify and potentially prune the not good. I like the presence of the Segue too… for it helps to show at least one method on how good police, who may not be as athletically capable or may be older… can still be helpful, good, productive officers for their community.

I do like how the comic tackles the old cop standby of “a few bad apples” Captain ruiz recognizes the system is broken, and is trying her best to fix it. Granted i’m not sure the bike cop plan really DOES that, but it’s at least an attempt. While I like Joe as a character, he’s naive to assume it’s just a “few bad apples” at best.
