Actually, they already have. Decades ago. Remember going to the polo barn a friend of mine worked at. The stall cleaners were all from south of the boarder. When the police came around, you wouldn’t see a one of them. Funny how the wealthy love to hire illegals, while at the same time complaining about them. Of course, if they are undocumented the wealthy can get away with paying them far less and control them by threatening to deport them if they complain about their working and housing arrangements. Though, I believe those at the polo barn were treated fairly well, many in other jobs a lot less so. Especially, construction, if an undocumented laborer gets hurt on the job, the employer has little to no responsibility for them and will find another to take their place on the cheap at the big box hardware store the next day.
Which is why the wealthy are against any legislation that streamlines the path to citizenship. They love undocumented labor.

Jack Van Berg trained 1987 Kentucky Derby and Preakness winner Alysheba. Once, when INS raided the backstretch of a track where he had horses, they rounded up a lot of undocumented grooms. Van Berg wailed, “Where else am I going to find someone who’ll work for five dollars a day?”
I got to do a tour “behind the scenes” at Churchill Downs in Louisville a few years ago. All the folks who actually do the real work with the horses are all immigrants. The Downs even runs a school for the kids, who also work there.
Without these workers, and a number are undocumented, the horse racing culture in Kentucky will die.
