I doubt that introducing himself as Mr. Roboto is going to make her calm down at all. In fact, calling her Futura is likely to produce the opposite effect, but she can’t do much about it physically, restrained as she is.
So Mysta’s arms are on the arms of the chair. The bad guy has to quickly grab them, pull her wrists directly behind her, and then hold them still long enough to put the cuffs on with both hands. Of course she doesn’t resist.
If Mysta starts zapping everyone in that room/house, the Roboto adventure will end very soon. So I say that Mysta forgot that she has zapping powers to extend the story. :)
Roboto is definitely not playing with a full deck, and he’s lost a few cards in the process. I can’t wait to see what Mysta does to this nut-job; hopefully something painful. I don’t like creeps, and he’s making my skin crawl.
Must have been one hell of a surprise (I was going to say shock, but no) to catch Mysta like that. Why is Mr. Serpent Tattoo not twitching on the floor?
“In a house on the outskirts of town” Mr. Roboto has Charlie Johnson (with the slouch hat), plus the unctious toady who’s soft-talking Mysta, plus the New Muscle with the fin-backed serpent tattoo who snaps the ’cuffs on Mysta.
Roboto is fixated on Futura. Mysta may not be able to make use of her directional powers while handcuffed to the chair. But she probably can flash a telepathic call for help to Honeymoon, who in turn would then be calling Dick Tracy!
I suspect a rescue but with Roboto and his new crew (at least some of them) escaping, to be confronted subsequently by an Avenging Angel….

Mysta trusting, never guessed that she would be detained
Helmet on, yet mask has slipped. Intentions ascertained.
Roboto feels he holds all cards. Advantage he has gained
The thieving fiend a criminal. His goodness was all feigned.
Chimera, not Futura, is the woman he’s restrained
Thus acting on illusions and to that which they pertained.
A hostage, not a hot date. This reality remained
There is no turning back the clock. For Mysta is now chained.
