By chance, I just re-read “The Seven Lady Godivas”, the little-known Dr. Seuss 1939 classic re-issued in 1987, yesterday. While the artwork is a tad less restrained than Mr. Collier’s depiction, the story does provide some clarification regarding the tale and the role of the horse in linking each Godiva with her Peeping.
Some sources say that Her Ladyship took her ride wearing just a muslin shift, unadorned by jewellery or clothing befitting her station and this was considered “naked” for the time. Seeing as her ride was to have taken place about 1000 years ago, do we really know?

It’s really hard to make a woman appear modest and demure when she is riding in the buff, but John Collier gave it his best shot.
