Whoever, not whomever. Diagram it: who is subject of picks, not object of to. A punster who pays attention to words needs to pay attention to grammar, too.

He should be named “Notgonesoonenough”.

It’s “To WHOever picks it up.” Not “whomever.” “Who” is the subject of the phrase, and the whole phrase is the object of the preposition “to.”
