Anyway, I’m with Brian, Madsen could have gone “splat,” but I think he ran past it and the firetruck cut off Tracy’s pursuit, if only for a few seconds.
Not quite sure how Tracy got from one side of the fence yesterday, the side opposite the yard that Madsen was jumping down into, to today when he seems to be in the yard on the other side of the fence. Maybe he ran in through the gate between panels, but wouldn’t it have made more sense to wait outside on the street, to head Madsen off? Tracy’s also lucky Madsen didn’t take a shot at him in panel 2.

And…and…he’s leaped onto he back of the fire engine, which simultaneously driving it s one of his Wonder Clones. Seizing a convenient firehouse, he SWINGS dynamically forth to ensnare Madsen in the awesome Pinkies of Justice!
Yeah! But then, he swings too far, overshoots a giggling Madsen, and splats himself ion the front of the truck.
Months of therapy and pastrami work wonders and he SEEMS cured. But then the ‘awesome’ Dill Spear arrives on the scene to perplex and amuse all of Foul Crime!
This is a poorly conceived plot device so that Tracy does not actually kill. NO fire truck, no matter how much in a hurry, will blow through a stop sign! All emergency vehicles slow down and proceed with extreme caution at turns and intersections
………not unlike the old quip about the guy running frantically to get to Mr. Crapper: Will E. Makit? Will E. Makit?…..so: DID Maddy squeak past that approaching fire engine, or…………/
When Chester Gould wrote this strip, he killed quite a few of his villains. There was a LOT of fuss about that. These writers are trying to tone down the violence . Also. no body means they can ruse the villain again.

Wait! It looks like there’s quite a bit of space between the fire truck and Madsen. I think Madson scooted and the truck, naturally, hit the brakes. Thank Goodness, I think Madson was treated unfairly and was basically a nice guy.
I am of the belief that Madsen crossed safely despite the oncoming fire truck. The passing truck then blocks Tracy’s pursuit for a brief time. (See numerous comments above, including my reply to darkaudit’sfirst comment of the day.)
Chief of Detectives Tracy may not be the youngest cop on the force, but he is still quite fit physically (probably works out in the Police Gym at least weekly if not daily!)_, and this foot pursuit of Madsen over fences and through debris-strew alleyways is nicely dramatic, especially with the telling reaction headshot closeups Shelley gives us (Leech in panel 2). Ironically, the Fire Department Rescue Unit rushing in response to the TV station fire reported by Sam now in a common trope obstructs the police pursuit of the villainous sprinter, Leeland Madsen. Will he make a “clean getaway,” or will Tracy be able to resume the chase in time to bring him down, one way (blam! blam!) or another?
