That looks a LOT like the interior of the J. P. Morgan Library in NYC! There is an upper row just like that. When I was there last, I happened to see how they gain access to the upper level — there must be a stairway behind the bookshelves because one of the upper level’s bookshelves had been swung open to let a person through.
