I agree with Night-Gaunt49, when a child is pretty much left to themselves they get used to doing what they want, BUT Luann needs to learn the first important lesson of parenthood and/or babysitting, PICK YOUR BATTLES. Sometimes it is easier to just sit down with them, because sooner or later they will get tired of you sitting there and go off to do something else. Or go in the kitchen and start something like baking cookies, even the ones from a roll, and they WILL come see what you are doing. The child is a NOT a brat, she is just a lonely little girl that wants attention, and bad behavior gets her that attention. I feel sorry for her.

True confession – I read a page or two of comments, but not all. However, I’d like to put my two cents’ worth in. (I do realize this is a comic strip, but similar scenes are often played out in real life.) We knew a couple of married couples, community-college teachers, who each adopted a little girl to round out their families. (One family already had two boys, the other two boys and a girl.) The newborn daughter of Family #1 turned out to have bipolar disorder; the other, who was also a baby when adopted, had severe behavior problems and wound up in an institution. Both are in their forties now, and have improved. The other children turned out fine, with no significant problems. No amont of beatings or otherwise inflicted pain could have straightened out these girls. As far as we could see, both families loved their adopted girls and tried to treat them the same as their other kids. (We also know kids who were adopted and turned out fine.) There are too many variables involved to make a dogmatic comment without being intimately involved with the situation.
