I was fortunate enough to never have to look busy. When I had work to do (which was most of the time) I looked busy. When things were quiet, I felt no pressure to fake it and could relax.
There were “slacker days” when I…slacked. Quite often, though, I’d have honestly done my To-Do List and had nothing on the go. I pretended to be busy because the Boss would find some miserable project to fill the time. “Those files in boxes in the basement? Find the ones from 1983-85 and organize them.”
Get a lot of that in the construction trades, worker will carry a pipe wrench (or some other tool) and just wander around, never does any work but always has an excuse that he is off.. to fix something.

I have perfected this technique at work.
I’m too efficient for penny-pinching bosses, who can’t stand to see anybody idle while on the clock.
Hey, I have done everything. There’ll be more work soon enough, but if I’m doing busywork just because, the new work may end up being done late.
