Ok, this started out (literally) with a bang, then a whirlwind of supporting characters, two (assumed) murders, a foot pursuit, and then FINALLY the intro/big reveal of the villain… and BOYOBOY is he most DEFINITELY a “tracy caliber criminal”. … the look, the sobriquet…and we have only 5 DAYS LEFT TO FIGURE IT ALL OUT!!! I don’t want to jinx anything, but I think by my comments so far can tell you what I think about this story.
Um, apparently I’m under a misapprehension. My thought was that in a Minute Mystery we are given a crime, quickly introduced to suspects, and then have to deduce from the visual or verbal clues who committed the crime.
If this confused new individual is the criminal he wasn’t introduced until a week and a half in to a two week MM. (And why is he introducing himself to Tracy. He should have shot Tracy in the back as he climbed down the ladder.) If he’s not the criminal why are we introducing him now?
IMHO we aren’t dealing with a Minute Mystery, we’ve got a two-week filler. (A filler is anything that simply takes up an allotted amount of time / space.) Nothing wrong with that. But it would have been nice to know that ahead of time before I accused Sam of being the killer.
But Tracy! That’s not the kind of face you’d be likely to forget! Also, I like how in P1, spraddle legged Dick is just begging to be shot in the … well, you know.
Mr. Mirror? Reunion? I’ve never heard of “Mr. Mirror” before, and I read the strip from the beginning. It could be a variant of the Joker/Red Hood gimmick.

Don’t think I’ve ever seen Dick’s face looking that way. I hope he’s got his Depends™ on. Too bad Tracy isn’t wearing a small pistol on his wrist.

I wonder if it’s someone Tracy knew in the past who has been disfigured and took on a new persona? Best theory I’ve got until I have time to reflect.
