Elephant? If you mean a man who’s big, stubborn and has his own unshakeable ideas about how things are (in other words, YOU “Mr. Censor”) I’d say yes.;D
Earlier this month, Pastis said on twitter that the strips that would run this week were about an attempted presidential coup and were written a month in advance of January 6th. Given the circumstances, I’m not surprised the syndicate decided to pull them and run them “when things calm down.”
In tenth grade, my American Lit class read “An Occurrence at Owl Creek Bridge.” I can still picture the teacher, George Hunt, becoming agitated, repeatedly. “No! Peyton Farquhar was not hung! He was hanged! Hung is something else entirely!”
So we have potentially three puns/jokes in here. One is potentially politically incorrect, however a rarity – a triple play! Rare in baseball, as well in a Pastis comic.
Just this morning I hung a picture (Dali’s “Swans Reflecting Elephants” in fact) and I remembered this gag. Which is an amazing coincidence—but also means he’s used this joke before.
Pig has all the good lines today! Comic Strip Censor Guy is just his usual self, defeated by the PBS gang, and Rat is only the (level and) Straight Man.

I could say it’s hung low, in reference to the picture.

It looks like Elly, in which case the adjective “hung” would be inapplicable.
