On our local walking trails, volunteers (like myself) stock free dispensers of wee yellow plastic bags for dog walkers to bag their dogs’ feces, so they might then carry them to waste containers at trail heads.
Evidently that’s too difficult a concept for many walkers, because they leave them a-l-o-n-g the trail so everyone can enjoy them, rather like luminaries without the flames.
If the offending bag is on a section of trail that is paved, I’ve taken to carrying a bit of chalk so I might circle it, along with the warning:
CAUTION – CAUTION – CAUTION – CAUTION – CAUTION
Don’t step in inconsiderate dog walker’s brains!
CAUTION – CAUTION – CAUTION – CAUTION – CAUTION
Well, it doesn’t seem to work – I’m open to suggestions . . .

Our old dog was free range at home in the country, but when we traveled with him, I was the dog walker. He was very picky about his spot. I did carry a bag, but hardly ever had to use it as he was great at finding an empty lot or pushing into the middle of a hedge to do his business.
I fought with the city park department over the problem of doggy poo. The park department would remove the trash containers in the Fall because the park was “closed” for the winter. The geniuses in the park department did not realize that dogs poop all year.
