You could do what we do now: Just find a scapegoat, assign blame, then use that to turn people against each other so instead of working towards a solution, we’re all working against one another. Then use that to control people into getting yourself elected while claiming you’re the only one who can fix the problem, all the while creating new problems without fixing anything. Or in simpler terms: Politics.
