I usually say my own father is hard to shop for because his birthday is two days after Christmas. Then again, anyone born in December very close to Christmas (before, after, or the day of) is difficult to shop for.
I could be wrong, but I think a man (as compared to a woman) would more often/likely actually mean it if he says he doesn’t want anything and would be fine with not getting a wrapped Christmas gift.

He would, for example, show me a Sears ad from the Sunday paper. He would circle his gift of choice and insist on that particular $4.95 shirt (it was all a l-o-n-g time ago!) and let me know that if I bought anything more expensive, he would return it to the store, and give back to me any amount over the $4.95.

Give the shirts to Goodwill/Salvation Army/Thrift store and as I mentioned yesterday, just use the money to set up a college fund for Nelson under Earl’s name…

Gave my husband the same gift 3 years running. It was still unopened, but after the last time he did realize it was the same gift – when the kids laughed and told him.
