I’ve read according to the person who invented toilet paper it should roll over. However, I have to agree with people with pets that like to unroll the paper, under may be better for them.
One thing we found out is TP is the most important thing in your house, evidenced by the pandemic. Our enemies could destroy us by blockading the delivery of TP

But when at work and faced with an empty roll with a full one not placed into the TP dispenser, I like to put in a new roll off the shelf (ignoring the already opened one) and place it UNDER. It’s obviously passive/aggressive, but it annoys someone at work to where they will put the newly installed roll OVER. I don’t get how you cannot be bothered by an empty roll in the dispenser, but get irritated with one placed in under? It’s petty, I know. But these are the Office Hunger Games 1.0 & I am fully invested. I guess I must be bored at work. I get paid so much to do so little.

Over, under, wow a lot of comments on this way or that. How about seat up or down? Cover or not cover down? That may get more emphasized in a home than whether the TP is hung right.
The over-under argument has always reminds me of the left-hand/right-hand issue in the generations leading up to this one. My grandfather, father, sister and spouse all had to suffer the trauma of being forced to write right-handed. Their hands were slapped with a ruler if they tried to write left-handed and they were given failing marks and extra homework in penmanship because their right-handed efforts were not good. They were told they were bad/evil/dumb because the right hand was the hand god intended them to use [“the left hand is the hand of the devil”]. I made certain that my kids were able to use which ever hand they preferred. And I have noticed that the current generation apparently doesn’t have to learn to write at all.
So what if the original patent illustration shows the paper going over? Maybe he didn’t think the “under” illustration showed up very well. Maybe he just didn’t think it was necessary to draw all the options. Does that mean one shouldn’t stand it on end or put it in a holder? How many inventions are used exactly the way they were patented?
In our house we have the paper going under for the simple reason that when it goes over, the air from the vent tends to blow it around and then the cat plays with it. Earn “under”, the tissue remains clean and whole and no guest has ever complained.
At a music camp I regularly attend, one of the opening day ice breaker activities is to divide into four groups: Toilet Paper over, Toilet paper under, don’t care, and feel so strongly that you change it in other people’s houses.
Never mind the cats, a rolled under roll risks your filthy hands touching the wall behind the roll. And anybody else who uses it. Did Covid teach us nothing?
I used to roll over until i came home one day and discovered the entire roll strewn in my living room and my elderly dog sitting in the middle of it, smiling proudly.
If you have cat ps that likes playing with the roll, it should roll under. As the cat rotates the roll, it will not unwind. If no cats either way will work.
Not to change the subject, but our dog loves our bidet. He seems to enjoy a fresh drink of water before it’s been in the bowl. I don’t think cats are smart enough to operate the mechanism.
I think a war over this is inevitable. Once that’s settled, we can move on to the pineapple-on-pizza dispute, and then my personal favorite: should you use cold or hot water when you brush your teeth?
I convinced my wife that the roll should go over. I just told her that if the paper gets closer to the wall any spider or crawling insect might hide behind it. Case closed…
Interesting bit of trivia. TP rolled under lasts longer. The small amount of friction when you pull it off the wall and slightly upwards will on average mean you’ll use a square or two less per pull. So if you are all about easy, go over, if you are all about thrift, go under.

Over is easier for you to access, as it’s easier to swipe down with finger tips than to swipe up, but over makes it easier for a cat to unroll it.
(If you reach behind to swipe down you can’t see any creepy crawlies hiding back there.)
